Adoption/fostering tend to lack volunteers and orphanages are always overloaded. If orphanages or adoption agencies want to discard potential volunteers willing to adopt or help out because of bullshit reasons, then let them.
In this case, it doesn't sound like the orphanages or adoption agencies are the ones who want to discard them, but instead it is the state government agency that regulate them. It doesn't sound like the orphanages or
agencies, who will more likely feel the affects, necessarily have any say
in the matter.

I think there might be a cultural barrier here at work. In Spain orphanages an
adoption agencies are the administration.
