I think one confusing thing about that article is that the
headline and parts of the article talk about spying on
iPhone users, and that they want a back door into iOS,
though the article also mentions they want to access iCloud
content - I thought iCloud was also accessible on Mac
desktops and laptops, not just iPhones?

As far as I know, iCloud gets most of its activity from iphone users, and overwelmingly so. If I were writing a clickbaity headline then mixing iCloud and iphones together makes sense because that is a connection the audience will intuitively get.
