Add the AI Discussion and AI Playground DOVE-Net conferences
New sub-boards DOVE-AIDISC (QWK conference 2023) and DOVE-AIPLAY
(2024), placed in hub order after Tech Talk, along with their
[qhub:VERT] subscription entries so a new install actually polls for
them.
Also renamed the Hardware/Software Help QWK name from "Technical" to
"Tech Help": as "Technical" it was easily confused with the Tech Talk conference.
